You could ask Liverpool RC Archdiocese if anyone knows it would be them. The council may just refer you to them as Ford is an RC cemetery not council. They look like random letters to me that someone came up with I don't think they mean anything.

Ch is another way of saying Church of England. Con, Ch, C/E, C of E refer to the same division of burials in the cemetery. R or RC is Roman Catholic. Gen or N/C is the same division.

Con = Church of England
Gen = Non-Conformist
RC = Roman Catholic

I tried to find this on Family Search without any luck I don't think it's available online. There's a lot of Canadian records available but they don't appear to be available for that location at that date.

We had a gravestone laid flat at Allerton Cemetery. We were not informed we discovered it when an uncle visited and couldn't find it. We paid to get it put back up with a concrete base added to secure it.

A bit of detective work. I looked up the baptism to see if there was an address. There was - McKee Street. Then started thinking about where someone living around there would bury a child. I agree this could have been a flat above one in a row of what might have been shops. If it is in this row it had disappeared by at least the 1950s. I don't have access at the moment myself but have you tried the Liverpool Electoral Registers on Ancestry? (also available elsewhere) Kelly's 1938 Directory for Liverpool is also online.
